Home loans and NHB (national houseing bank) "नेशनल हाऊसिंग बैंक" उच्च वित्तीय हाऊसिंग संस्थान जो पूर्णत: स्वायत नियंत्रक कम्पनी रिजर्व बैंक ऑफ़ इंडिया की है इसका गठन संसद दुवारा 1987 में एक एक्ट दुवारा हुआ।
National Housing Bank (NHB), a wholly owned subsidiary of Reserve Bank of India (RBI), was set up by an Act of Parliament in 1987. NHB is an apex financial institution for housing. It commenced its operations in 9th July 1988. NHB has been established with an objective to operate as a principal agency to promote housing finance institutions both at local and regional levels and to provide financial and other support incidental to such institutions and for matters connected therewith

NHB registers, regulates and supervises Housing Finance Company (HFCs), keeps surveillance through On-site & Off-site Mechanisms and co-ordinates with other Regulators.

ENERGY EFFICIENT HOUSING SCHEME (EEHS)

NHB has formulated a Scheme called, Energy Efficient Housing Scheme (EEHS), 2011 for lending towards energy efficient housing units/buildings. The objective of the Scheme is to provide refinance assistance to Housing Finance Companies (HFCs) in respect of their direct lending up to Rs.50 lakhs to individuals for purchase/construction of new energy efficient housing units in urban areas. While the broad policy framework, eligibility of HFCs for refinance, operational procedures are the same as for the other Schemes of refinance there are certain changes in terms and conditions and eligibility of the end borrower. This self contained brochure containing all necessary information is given as under. This scheme was launched in financial year 2011-12. The disbursement made under the scheme (from 01.07.11 to 07.06.12 ) was Rs 81.36 crores.

HFCs are expected to utilize this Refinance Assistance and assist such persons to have an energy efficient shelter of their own by extending need-based housing loans to them. HFCs are also encouraged to avail of refinance from NHB under its other scheme to enable ‘leverage’ of EEHS so that the principal objective of increasing housing stock in the urban areas is served.

Refinance from NHB will be available to the extent of 100 per cent of housing loans sanctioned and disbursed by the HFCs for acquisition/construction of new housing units, in accordance with the provisions of the Scheme. The refinance assistance under this dispensation would remain valid upto 30th December 2013 or till such further time as decided by NHB.
Rural Housing Fund (RHF)

The National Urban Housing and Habitat Policy 2007 released by the Government of India in December 2007 commend a multi pronged strategy for achieving the national goal of ‘Affordable Housing to All’. In particular, rural housing is an underserved segment with about only 10% of the housing finance from banks flowing to rural housing. The Golden Jubilee Rural Housing Refinance Scheme introduced by National Housing Bank in 1997 has been successful to some extent and needs to be supplemented. An announcement was made in the Union Budget, 2011-12, to provide an amount of Rs. 3000 crores for rural housing. The Hon’ble Union Minister for Finance stated that “Financial inclusion can be taken forward by expanding the reach of NABARD, SIDBI and NHB. Hence, in order to increase the resource base of these three banks, I propose to tap into the resources of scheduled commercial banks to the extent that they fall short of their obligation to lend to the priority sector. Accordingly, it is proposed to create the following funds: a fund of Rs.1200 crore in NHB to enhance its refinance operations in the rural housing sector.” In year 2011-12 the disbursement made from 01.07.12 to 07.06.12 under the scheme was Rs 2732.41 crore.

The interest rate charged to the PLIs will remain fixed during the entire tenure of the refinance assistance. Currently, refinance is being extended at a concessional rate of 6%-7 %( varying according to the loan size), fixed for a period of seven years.

REFINANCE OF CONSTRUCTION FINANCE FOR AFFORDABLE HOUSING

NHB introduced a new refinance scheme for construction finance for affordable housing. NHB under the scheme is extending support to the housing activities with special focus on Tier II and Tier III cities through various intermediaries by way of refinance. Slum redevelopment in metros is also being covered under the scheme in addition to industrial worker housing, working women hostels and old age homes, housing projects financed under the JNNURM or any other similar Central Government/State Government scheme such as natural disaster affected housing. The Scheme incorporates certain key restrictions on unit cost, unit area, land price etc., to ensure that refinance is not used for higher income housing.
Main Programmes and Schemes.
Scheme of 1% Interest Subvention on Housing Loan up to Rs. 15 lakhs

The Finance Minister had announced a Scheme of 1% Interest Subvention on Housing Loan up to Rs. 10 lakhs. Pursuant to the above mentioned announcement, the Government of India had approved a Scheme of Interest Subvention on Housing Loan up to Rs. 10 lakhs, provided the cost of the unit does not exceed Rs. 20 lakhs. From FY 2011-12, the scheme of 1% interest subvention is available for Housing Loan up to Rs. 15 lakhs, provided the cost of the unit does not exceed Rs. 25 lakhs. The Scheme is implemented throughout the country and is in operation for a period of 1 year starting from 1st October, 2009 to 30th September, 2010. Interest subsidy of 1%, is applicable for first 12 months of eligible loans sanctioned and disbursed during the currency of the Scheme. This scheme has further been extended twice i.e. for FY 2011-12 and FY 2012-13 respectively.

The Scheme is implemented through the Scheduled Commercial Banks (SCBs) and Housing Finance Companies (HFCs) registered with National Housing Bank (NHB). The Reserve Bank of India (RBI) and NHB are Nodal Agencies for the Scheme for SCBs and HFCs respectively. From the FY 2011-12, Ministry of Finance, Government of India has designated National Housing Bank (NHB) as the Common Nodal Agency for both Schedule Commercial Banks (SCBs) and Housing Finance Companies (HFCs) for implementation & disbursement of subsidy under the Scheme. Earlier Reserve Bank of India (RBI) and NHB were the Nodal Agencies, for SCBs and HFCs, respectively. The Government had allocated a sum of Rs. 300 crores for implementation of the Scheme during the financial year 2011-12. The full allocated budget under the Scheme for FY 2011-12 has been utilized. The Department of Financial Services (DFS) has framed guidelines for implementation of the Scheme.

अल्पमत में थी "आप" की सरकार 49 दिन दिल्ली में थी।

दिल्ली में “आप” की सरकार के जाने के बाद एक प्रश्न उठा कि आखिर क्या किया है “आप” ने अपने 49 दिनों के शासन में ?
दिल्ली के साथ-साथ पूरे मुल्क और दुनिया ने देखा है कि किस तरह से मिलकर इन दोनों दलों ने “आप” की सरकार को घेर कर रखा था और लगातार हर काम में अड़ंगा लगाने की नाकाम कोशिश करते रहे....इसी दौरान मीडिया में भी चौबीसों घंटे सिर्फ और सिर्फ दिल्ली ही दिल्ली छाई रही जैसे दिल्ली “दिल्ली” न हो गयी हो सम्पूर्ण “हिंदुस्तान” हो गयी हो.... इस सबके बावज़ूद, "आप" ने बिना रुके, बिना थके और बिना किये आराम, आम आदमी में "आशा की किरण" जगाने के साथ साथ निम्न प्रमुख काम किये हैं :
1. दिल्ली में लालबत्ती और VIP कल्चर समाप्त – अब कोई लाल बत्ती की ठसन नहीं---अब कोई खास नहीं---- सभी नेता “आम आदमी”!
2. दिल्ली में 400 युनिट से कम इस्तेमाल पर बिजली के बिल के दाम आधे किये ! ( I know U say Missuse of Taxpair mony but not give answer Ad of GOA low prise rate and demand of Maharashtra and other states MP/MLA for moe subsidi in electrisity )
3. दिल्ली में 20,000 लीटर पानी, प्रत्येक कनेक्शन पर प्रतिमाह बिलकुल मुफ्त किया ! ( word humeterion ground that is basic need and new planning of pipe line work and changing of false meater can not do in that period )
4. दिल्ली में चुनाव से पहले “आप” के बिजली आन्दोलन में भाग लेने वाले तक़रीबन 24000 परिवारों का उस निश्चित कालावधि का आधा बिजली बिल माफ़ किया 5. दिल्ली में तेज चलने वाले बिजली और पानी के मीटरों की जांच के लिए कार्यवाही शुरू की !
6. बिजली कंपनियों के लेखे-जोखे की CAG द्वारा जाँच (audit) के आदेश- जो आज तक कोई सरकार ना कर सकी वो “आप” ने किया !
7. दिल्ली जलबोर्ड में 800 कर्मचारियों का तबादला, 3 रिश्वत लेने के अपराध में सस्पेंड !
8. दिल्ली जलबोर्ड जलबोर्ड घोटाला में 56 अधिकारी फंसे..जाँच शुरू की गयी !
9. दिल्ली के संगम विहार, देवली गाँव जैसे इलाको में टैंकर पानी माफियाओ पर शिकंजा...वहां के बौरवेलों को सरकारी कब्जे में लिया गया....पानी के टैंकर का ब्यौरा वेबसाइट पर डाला ताकि जनता जान सके कि कौन सा टैंकर कब और किस इलाके में जायेगा- पारदर्शिता की नयी मिसाल....!!
10. ठण्ड से परेशान गरीब असहाय लोगों के लिए कई नए रैन बसेरों का निर्माण....पुरानी बसों को बनाया रैन-बसेरा बनाकर बेकार संसाधनों का बेहतरीन इस्तेमाल !
11. दिल्ली के व्यापारिओं के हित में VAT का सरलीकरण और अन्य कर सम्बन्धी सुधार लागू किये !
12. दिल्ली में व्यापारिओं को बड़ी राहत- रिटेल में एफडीआई (FDI) समाप्त – छोटे व्यापारिओं की चिंता ख़त्म !
13. दिल्ली में रेहड़ी –पटरी वाले छोटे व्यापारिओं का शोषण रोकने के लिए तथा उन्हें सम्मानजनक आजीविका कमाने देने के लिए नयी कल्याणकारी योजना लाने का फैसला !!
14. भ्रष्टाचार से लडने के लिए एंटी-करप्शन 1031 और 25356971 नंबर जारी – पहली बार दिल्ली में किसी सरकार ने ऐसा किया !
15. नर्सरी एडमिशन हेल्पकलाइन नंबर, 011-27352525 नंबर जारी – हजारों अभिभावकों की चिंता दूर की !
16. डोनेशन के नाम पर स्कुलों में सरेआम होनेवाली सौदेबाजी बन्द – दिल्ली के माता-पिता के जेब को लूटने से बचाया !
17. दिल्ली के प्रत्येक सरकारी स्कूलों का सर्वे पूरा...हर स्कूल को एक लाख रूपए जारी किये जा चुके हैं ताकि छोटे-छोटे कामों जैसे पानी, शौचालय की मरम्मत आदि के लिए परेशानी ना हो !
18. स्कूलों के अध्यापकों का काम करने का समय बढ़ा कर 45 घंटे प्रति हफ़्ता किया !
19. दिल्ली के विद्यार्थिओं को मुफ्त बस पास देने की योजना पर फैसला !
20. दिल्ली के 1984 सिख दंगो पर SIT का गठन जो पिछली कोई सरकार ना कर सकी !!
21. दिल्ली के सरकारी दफ्तरों के बाहर प्रचलित दलाली प्रथा पर नकेल कसी....Sting Operation से दी जनता को नयी ताक़त- भ्रष्टाचारियो के मन में खौफ पैदा किया !
22. दिल्ली पुलिस को दिल्ली की सरकार के अधीन लाने के लिए सड़क पर आन्दोलन !!
23. दिल्ली पुलिस के स्टिंग की सी.डी. जारी जिसमे हफ्ता वसूली और मासूमों पर अत्याचार को दिखाया गया- तीन पुलिसवाले तुरंत सस्पेंड---“आप” का असर !!
24. शराब माफियाओ के खिलाफ लडते हुए शहीद होने वाले दिल्ली पुलिस के जवान के परिवार को एक करोड रूपये का मुवायजा – शहीदों का सम्मान हमेशा “आप” की पहली प्राथमिकता थी, है और रहेगी !
25. राशन माफियाओं की नाक में नकेल कसी – राशन वितरण में पारदर्शिता लाने की कयावद शुरू !!
26. कृषि उत्पादों से सम्बंधित बोर्ड में भारी फेरबदल और बर्खास्तगी ताकि सब्जियों और फलों की काला बाजारी पर रोक लगे और महंगाई काबू में आये – वाकई “आम आदमी” की सरकार !!
27. महिला सुरक्षा दल बनाने पर जोर-शोर से काम जारी....कमेटी का गठन किया !
28. महिलाओं की सुरक्षा के लिए दिल्ली परिवहन के साथ मिलकर मानस फाउंडेशन संस्था द्वारा दिल्ली के एक लाख ऑटो चालकों का संवेदनशीलता सम्बन्धी मानसिक प्रशिक्षण शुरू...अब तक चार हज़ार ऑटो चालक प्रशिक्षित किये जा चुके हैं...
29. दिल्ली सरकार के अंतर्गत ठेकों पर काम करने वाले लगभग एक लाख कर्मचारियों को स्थायी करने का निर्णय परन्तु लागु करने से पहले सरकार गिरी !
30. दिल्ली के लोधी कॉलोनी इलाके में एक रिक्शाेवाला ने किया एनडीएमएसी के अस्पयताल का उद्घाटन – “आम आदमी” को इज्ज़त और सम्मान- मालिक को उसकी जगह दी और नौकर “नेता” को उसकी जगह बताई !
31. दिल्ली और NCR के लिए 5500 ऑटो के नए परमिट जारी किये- यात्रिओं को आराम !
32. दिल्ली की जनता और महिलाओं की सुरक्षा के मुद्दे पर धरना- पुलिस को जवाबदेह बनाने की माँग !
33. दिल्ली सरकार में ज्यादा से ज्यादा नौकरियो में भर्तियां की और बाकि की प्रक्रिया शुरू की !

36. दिल्ली के सरकारी अस्पतालों में दवाइयों और मशीनों की खरीद के लिए केंद्रीकृत खरीद व्यवस्था शुरू की !
37. दिल्ली के अस्पतालों में मानव संसाधन और मशीनों के रख रखाव और आधुनिकरण के लिए केंद्रीकृत कंप्यूटर प्रणाली ( Health Management Information System) की प्रक्रिया के पहले कदम में LNJP में पायलट प्रोजेक्ट शुरू- जल्द ही सभी अस्पतालों में लागू करने का था इरादा !!
38. बलात्कार और एसिड हमले की शिकार पीडिता महिलाओं को बिलकुल मुफ्त इलाज़ देने के लिए सरकारी और प्राइवेट अस्पतालों को आदेश जारी किया जा चूका है !!
39. दिल्ली में खिलाडियों को प्रोत्साहित करने के लिए योग्य खिलाडियों की वार्षिक मदद छतीस हज़ार रूपए से से बढ़ा कर दो लाख रूपए सालाना की !!
40. दिल्ली में केंद्र द्वारा जरुरत से कम CNG देने के खिलाफ दिल्ली हाई कोर्ट में अपील..दबाव में केंद्र सरकार द्वारा CNG के दामों में जबर्दस्त कमी से आम आदमी को राहत !!
41. प्राकृतिक संसाधनों की कॉर्पोरेट (अम्बानी) द्वारा लूट और केंद्र द्वारा मूक समर्थन पर हल्ला बोल- बेबाक और निर्भयी सरकार जो बड़े बड़े लोगों पर भी हाथ डालने से नहीं घबराती – राष्ट्र प्रथम सदैव !!
42. भारत के इतिहास में पहली बार किसी राज्य सरकार द्वारा बड़े उद्योगपति मुकेश अम्बानी और केन्द्रीय मंत्री वीरप्पा मोइली, मुरली देवड़ा पर FIR दर्ज !!
43. शीला दीक्षित सरकार के समय हुए “दिल्ली रिंग-रोड बाईपास” के निर्माण में 184 करोड़ रूपए के घोटाले की जांच के दिए आदेश दिए !!
44. अवैध कालोनी घोटाले में शीला दीक्षित के खिलाफ केस दर्ज- चुनावी वादा निभाया कि किसी भ्रष्ट को नहीं बख्शा जायेगा चाहे वो कितना भी ताकतवर क्यों ना हो !!

48. स्वराज बिल पर काम जारी- मोहल्ला सभाओं को पैसा और निर्णय का अधिकार देने का फैसला !!
49. दिल्ली के लिए बहुत ही मजबूत जनलोकपाल बिल का फाइनल ड्राफ्ट तैयार पर कांग्रेस और बीजेपी की दोगली नीति के कारण विधानसभा में इसे रखने नहीं दिया गया और आख़िरकार जिसकी वजह से सरकार गिरी !!

इस मुल्क के आज़ाद होने के बाद आज तक किसी भी सरकार ने इतने तेज़ी के साथ, इतने सारे मसलों पर एक साथ और इतनी नेक नियति से काम नहीं किया जितना “आप” ने दिल्ली में 49 दिनों में किया....
सोचो, अगर ये सरकार पूर्ण बहुमत में होती और अगले पूरे पांच साल सेवा करती तो दिल्ली का चेहरा ही बदल जाता....ये तो बस एक शुरुआत है.....

विरोधी चाहे जो कहें पर दिल्ली की जनता अब सब समझ चुकी है.....और इसका सबूत है अरविन्द के इस्तीफे के बाद तक़रीबन हर टीवी चैनल द्वारा किया गया सर्वे जिसमे ज्यादातर लोगों ने “आप” में आस्था जताई और कहा कि अगर आज की तारीख में फिर से दिल्ली में चुनाव होंते हैं तो “आप” ही उनकी पहली पसंद होगी !!
